Myth 17: Gujarat Government did nothing to help the victims

Fact: We have already seen the steps taken by the Government to quell the violence, and in saving the lives of the victims- for example in Sanjeli, Bodeli and Viramgam areas of Gujarat. Hindus were also saved by violent Muslims in many places in Gujarat, like in Jamalpur on 1 March 2002, and in Modasa on 19 March 2002 when Muslims attacked. But there has also been a claim by many that the Gujarat Government was like Hitler and have called these plain riots as ‘holocaust’ and equated them with the killing of Jews in Germany. Let us see the facts.

The Gujarat Government spent a lot of money for providing relief to the riot victims. None other than the UPA Government’s MoS for Home Sriprakash Jaiswal said this in the Rajya Sabha that too in a written reply on 11 May 2005. He said an amount of Rs 1.5 lakh was paid by the government to the next of kin of each person killed and Rs 5,000, Rs 15,000, Rs 25,000 and Rs 50,000 to those injured up to 10, 30, 40 and 50 per cent respectively.

In addition, Jaiswal said relief was also extended by the state government to the victims of the riots under the heads of cash doles and assistance for household kits, foodgrains to Below Poverty Line (BPL) families in affected areas, housing assistance, rebuilding earning assets, rehabilitation of small business, assistance to industries/shop and hotel and so on.

The state government, Jaiswal said has informed that a total of Rs 204.62 crore has been incurred by it towards relief and rehabilitation measures. The Gujarat government has also informed that they had published the data as recommended by the NHRC, he added.

And the Gujarat Government in an advertisement given in weekly India Today dated 6 May 2002 said-

At the rate of Rs 30 per person, the Government is spending Rs 35 lakh a day on providing foodgrains to the 1.1 lakh inmates of the 99-odd relief camps in the state, 47 of them in Ahmedabad.

The relief operations at the camps are being directly looked after by IAS officers of the rank of secretary to the state Government.

The camps in Ahmedabad have been divided into six groups. Each group is being monitored by a bureaucrat of the rank of secretary. The secretaries have been looking after the minutest problems of the inmates. Teachers were deputed in each camp to help the children prepare for the exams and the state Health Department has been taking special steps to look after the well being of the inmates. In order to rehabilitate the rural inmates, the Government has floated the Sant Kabir Awas Yojana as per the directions of Prime Minister A. B. Vajpayee. The scheme will enable the inmates to build houses.”(And in these camps were 1 lakh Muslims and 40,000 Hindus as well).

Not just this, the then Central Government of Atal Bihari Vajpayee also gave several packages to the victims- both Hindus and Muslims. He announced one on 4 April 2002 on his visit to Gujarat and gave another one on 1 May 2002 of Rs 150 crore.

There was a committee formed under the Chairmanship of the then Governor of the state of Gujarat which included Amarsinh Chaudhary, the then State President and former Chief Minister of the Congress, the then Leader of Opposition in the State Assembly Naresh Raval of the Congress, Keshubhai Patel, former Chief Minister of Gujarat, Mrs Ilaben Bhat of SEWA, Padmashri Ishvarbhai Patel, a known Gandhian  from the Sabarmati Ashram, the then Chief Minister Narendra Modi himself, and some other leading social workers as members to supervise the relief operations.

How ridiculous to equate this with Hitler! Did Hitler ever spent crores on helping Jews  or other Christian Germans affected by violence? He ordered killing of Jews- not spending of money to help them. Has any government in the world ever cared about minority Hindus who suffered like this? In the 1971 East Pakistan genocide, West Pakistani soldiers killed around 2 million Hindus  (and also other Bangladeshi Muslims when their leader declared that Bangladeshis are un-Islamic) and also raped at least 2,50,000 Bengali women. From 1947, Pakistan has constantly massacred the Hindus, reducing their population from 20 % in West Pakistan to 1 % now. In Bangladesh also the Hindu population has declined from 34 % in 1901 to 29 % in 1947 to just 7 % now. Hindus are regularly killed, women raped, abducted and forcibly converted to Islam, temples attacked, Hindus thrown out of their homes in Bangladesh and Pakistan. In Kashmir in January 1990, Hindus were given 3 choices by local Islamic leaders- convert to Islam, die or leave Kashmir. Nobody ever reconstructed houses for these Hindus. Nobody gave them financial compensation of crores of rupees. And nobody spent 35 lakhs per day on them. Nobody arrested the culprits and punished them.

   Those who order killing of others or want others to suffer horribly, do not take the pains to do all that the Gujarat Government did. Not only did the Gujarat Government do all this the police also arrested 35,552 people as of 28 April 2002, out of which 27,901 were Hindus. Around 20,000 people were arrested as a preventive measure. No Islamic country (or our own country in Kashmir in 1990) or other mass murderers like Stalin, Hitler ever carried out preventive arrests to save the victims. And already 484 people have been convicted for rioting- the highest ever in Gujarat and indeed, in the country. No Islamic country has ever punished anyone for killings of Hindus, not even of the tallest Hindu leader of Pakistan- Sudamchand Chawla, who was killed by Islamic radicals on 29 January 2002.

   And many have concocted many tales of rapes and killings,like the false claim that Ehsan Jafri’s daughters were raped, or Medina was raped, or the outrageous lie that a pregnant woman’s womb was ripped open and foetus taken out, when nothing like this happened. Nobody has ever lied and falsely exaggerated the killing of Hindus in Pakistan and Bangladesh at the hands of Muslims, or made fake stories of Hindu women’s wombs  being ripped open and foetuses taken out. Actually they have all done exactly the opposite. Killings of lakhs of Hindus in Pakistan and Bangladesh have been ignored, rapes and abductions of Hindu girls have been suppressed ever after 1947.

   Pakistan’s TALLEST Hindu leader, Sudham Chand Chawla was killed in broad daylight in Jacobabad on 29 Jan 2002 while returning from his rice mill. The culprits were not nabbed, nor was any compensation given to his family. He had in fact been complaining to the so-called civil society of Pakistan for years about the threat to his life, to the Human Rights Commission of Pakistan and yet nobody did anything. If this was the case with the BIGGEST Hindu leader, then what must be the story of ordinary Hindus, who have already been reduced from 20 % in 1947 to just 1 % now?

The PR work of the Gujarat Government indeed does not seem to be up to the mark. The media is of course guilty of ignoring all these facts, and needlessly infuriating Muslims by lying that Narendra Modi is responsible for harm caused to the community. Far from it, his government actually helped the victims- both Hindu and Muslim- by spending lakhs per day on them. 40,000 Hindus were thrown out of their homes by Muslims in the Gujarat riots and the Gujarat Government gave them relief camps and rehabilitation help too. Perhaps this was the only case in the world where oppressed Hindus were given state help!

    Senior Gujarat police officer Sanjiv Bhatt has blamed Chief Minister Narendra Modi for the 2002 “communal carnage”, saying he wanted Muslims to be taught “a lesson” for the train burning in Godhra that left 59 Hindus dead. Former Prime Minister, Atal Behari Vajpayee, the National Human Rights Commission, the Supreme Court, then Governor Sunder Singh Bhandari and Mr. Jaswant Singh had expressed strong resentment over the handling of the Gujarat carnage by the Modi administration.

CJP have all concocted imaginary tales of rapes and killings, like the pregnant woman womb case, Medina rape etc. The number of people killed are all exaggerated in all cases, In Naroda Patiya it is 95 not 110, 68 in Gulmarg society, 11 in Naroda Gram, this after the revised number was given.
    Of course SOHRABUDDIN’s wife was innocent.
    Maybe BJP will get ZERO in 2014. That doesnt mean a thing as far as these riots of 2002 are concerned.

    The women witnesses to the Gujarat carnage of 2002 are being subject to all kinds of hostilities for their deposition. The recent amendments to the Criminal Procedure Code, dealing with women witnesses, are being flouted because these women still don’t get a formal legal representation.
    The women’s story is tragic. “Eight years ago, they raped my daughter in front of my eyes and burnt her alive. Today, I see her assaulters walking free on the road while going to work or to buying things. They look at me with smugness in their eyes and I have no other option but to avert my gaze,” recalled 31-year-old Farzana at a press meet in New Delhi [ Images ] on Tuesday.

    She is one among the 97 women witnesses to the Gujarat carnage of 2002. It is a norm for these women to live and relive their terror and to be often ridiculed by the state’s system, they say. They are not safe from the accused they testified against, not from the presiding officers in the case nor from the policemen patrolling their area.

    In 2009, the Supreme Court fast-tracked eight major Gujarat riot cases even while refusing to transfer them out of Gujarat like with the Best Bakery case. Trial in the critical cases — Naroda Patiya (110 killed), Gulberg society (70 killed), Naroda Gaam (12 killed), Odh (12 killed), and Sardarpura (33 killed) — has been underway in Gujarat. The women witnesses at Tuesday’s press meet were from these cases.

    Testifying in court, the women have stood their ground aided by a few organisations, even though, they say, it is getting increasingly difficult.

    “On that night, they killed eight of my family members while making us witness the massacre. They snatched my three-month-old nephew from her mother’s hands and threw her into the fire. I managed to escape somehow and am living to tell the tale of terror. I will testify to what I saw that night, even though the very perpetrators roam around free enough to threaten me. The presiding officers listening to my statement ridicules me and the state-appointed lawyers say I am lying. I don’t think we will get justice unless the case is tried outside Gujarat,” another victim, Shakeela Ben, said.

    The victims were speaking at the release of the Survivors Citizens for Justice and Peace Report 2010 in New Delhi on Tuesday. The report was read at the United Nations in New York on July 22 this year. It is a comprehensive report prepared by Citizens for Justice and Peace, an NGO, to appeal to the international community to intervene.

    Rupa Ben Modi, who lost her son Azhar in the attack on the Gulberg Society in which 39 people were burnt alive and which inspired the movie Parzania, said, “The state-appointed lawyers keep a constant watch on me and deliver summons to me even while I am travelling outside Gujarat. This is illegal. Disbelieving officers, threatening accused persons and hostile state appointed lawyers are all contributing to making this case impossible.”

    Speaking at the report’s release, Member of Parliament Brinda Karat [ Images ] said, “We are in the midst of an unfolding saga. The Gujarat state home minister being exposed in such a manner is a striking example of how the state’s power is being used against victims. In a place like Gujarat, what is the use of the recent CrPC amendment if it is being denied to the victims?”

    The women witnesses of these trials are being forced into habitats of exclusion because of their firm decision to bring the culprits to the book. These women, most of who are casual labourers in Naroda Patiya and other places in Gujarat, are reportedly threatened by their assaulters. The people in power during the carnage are still around, and these witnesses have no other option but to face the threats, sometimes subtle, sometimes obvious.

    “I witnessed my friend Kauserbano being subjected to the most unimaginable brutality. When I recalled what happened in the court, the state appointed lawyers and the presiding officef refused to believe me,” Jannat [ Images ] Bi said.

    Four other witnesses have backed the testimony to this brutal act, even as “highly paid counsel” for the state of New Delhi and Gujarat claimed that no such incident took place.

    Jannat Bi says her state-appointed lawyer tried to dissuade her from saying what she was planning to depose. She claimed that the judge, after listening to her testimony, said that everything she said was false.

    “This case has to be tried outside Gujarat because the state has too much power. Justice will not be delivered unless the case is taken outside Gujarat,” Farzana chipped in.

    Aruna Roy, member of the National Advisory Council, said, “When I went to Gujarat just after the carnage in 2002, it took about six months for me to get back my equilibrium. And I had not lost any family member. Imagine these women, then. They have lost multiple family members, most of them slaughtered right in front of their eyes. These women deserve justice. And for this to happen, our entire legal system has to be reviewed.”

    How can the entire state police machinery be blamed for fake encounter done by just 10 people? These 10 must have been after promotion or something expecting a reward for killing a criminal in an encounter (they didnt think that it will be proved that encounter is fake). J M Lyngdoh, anti-BJP EC, also said that Gujarat officials were very good and honest as compared to Congress government ruled Chhattisgarh in November 2003. Chief Election Commissioner JM Lyngdoh described the Chhattisgarh bureaucracy as being worse than that of Gujarat with Gujarati officials very honest. Anyway I dont defend the indefensible, and I agree fully with you that Sohrabuddin encounter was fake and it was murder, this is also agreed by Gujarat Government.

    Well Deepak, no one justified Sohrabuddin’s killings. The Gujarat Government admitted in court that it was a fake encounter and called for punishment to police officers culpable in it. Just to make 1 point- this is one of 325 alleged fake encounters on investigation (only 1 in Gujarat), why other fake encounters (such as those in Andhra Pradesh and Uttar Pradesh) are not raised by anyone. In fact, in Gujarat the least number of fake encounters are alleged. No doubt, Sohrabuddin was a criminal but that doesnt give anyone the right to kill him in cold blood.
    And by the way, I gave the link of Sudham Chand Chawla’s site after I visited it after searching for his murder on the net. Here is a Hindu, the biggest Hindu leader of Pakistan killed in cold blood, no arrests made. This genuine case is not raised by anyone, not even 1% publicity as compared to SOhrabuddin- who was a criminal.

    And if they will give fabricated numbers, the media and central government will have to use those numbers…
